The OCC is a nice euphemism for Omega Pound, where Alphas can go and pay a pretty buck for an unclaimed Omega (in or out heat) or just watch the Omegas help each other through their heats.
The OCC should be not known to society, but where there is fault, there are people who rally against it. Charles Xavier, 'mild-mannered' Alpha, knows about this and decides that saving those Omegas and returning them to their place in society or even a better place is what needs to happen asap.
