Magneto rules Genosha with an iron fist, and takes what he wants. This includes visiting American empath Charles Xavier, who came to Genosha to help set up a branch of the Xavier Institute, and ended up staying as Magneto's trophy consort.
At least that's what the rest of the world thinks. What actually happened is that Charles -- who also wants a mutant-dominated world, understands how to play a long game, and uses his schools to indoctrinate his loyal followers -- came to Genosha to set up a school, met Magneto, and decided that having a head of state, a powerful mutant and a handsome man like Magneto under his control would suit both Charles' personal and professional goals.
Magneto's helmet was a good idea, but the thing is, everyone knows about it, and what it does. Which gave Charles plenty of time to figure out a work around. Emma might have spotted what Charles was doing if he hadn't mindwhammied her years ago -- nothing drastic, she's just utterly convinced that he is a moderately-powered empath who couldn't possibly be a threat to her and she needn't bother keeping her guard up around him.
So behind closed doors, Charles mind controls and dubcons the hell out of Erik. Sometimes that means tweaking Erik's thoughts so he wants to be a good boy for Charles. Sometimes that means simply puppeteering Erik's body and letting Erik mentally struggle against the control -- not that he ever succeeds. Sometimes Charles is cruel and humiliates Erik (privately) and makes him beg to be degraded, and sometimes Charles pampers and spoils Erik.
Erik is conflicted and confused and is horrified to find that, over time, he struggles less and less against Charles' control and enjoys it more and more, even when Charles is NOT clamping down on his free will.
